Historically Underutilized Business Zone (HUBZone)

The Historically Underutilized Business Zones (HUBZone) program is a U.S. government initiative that helps small businesses located in economically distressed areas compete for federal contracts. HUBZone-certified businesses are given preferential treatment in the government procurement process to promote economic development in underdeveloped regions. These areas often face high unemployment rates, and the HUBZone program helps create jobs and opportunities by directing government contracts to eligible businesses in these locations.

In order to qualify for the HUBZone program, a business must meet certain criteria, including operating in a designated HUBZone area and employing at least 35% of its workforce from these areas. The program offers various incentives, such as sole-source contract opportunities and set-asides for HUBZone businesses, to enhance their ability to compete for federal contracts. The goal of HUBZones is to stimulate economic growth, promote entrepreneurship, and foster an inclusive contracting environment that benefits both small businesses and underserved communities.

These changes may arise from government-directed modifications, unforeseen circumstances, or issues like delays or differing site conditions. REAs aim to ensure contractors are fairly compensated while maintaining the integrity and continuity of the contract.
